Tune it either exactly to bottom head tension or slightly tighter. Remember that 12", 13", and 16" toms generally have 3 tones in between them. Otherwise a roll will sound less fulfiled and only seem to go half way.

What is that thing called that you used to get the ring out of the snare? And how much do they go for?

there called moongellies? or you could just tape some shit to your snare, if it sounds like balls: get a new one . if your snare has only 6 machine heads its probably a cheap snare.

you can also try using overtone rings, remo and evans makes them, i would suggest these over moongels, as you can take them right off in a second and with out the need to clean them or your drum head

you can take moongels off the drumhead without really quick then without cleaning the head, too.
