Add it up numbnuts, they have a covert nuclear program that they don't allow the IAEA to see, that everyone incl NIE knows about. They're enriching uranium, building ballistic missiles, become extremely threatening when asked to comply with UN security resolutions, though they're a signatory of the NPT, etc.
Would you tell your enemy (who you want to kill) that you're getting a weapon to kill him? This is obvious to anyone with some common sense.
